This law prohibits the discrimination against people with a handicap in programs receiving federal funds. Where the ADA excludes some federal agencies from its governance, those same agencies are clearly responsible to this law.
Section 255 Obligations
Section 255 of the Federal Communication Act mandates that the producers and manufacturers of telecommunications devices (telephones, pagers, faxes and answering machines) must provide the print information pertaining to those pieces of equipment (such as user’s manuals) to the purchaser in the alternate format desired.
